The base sniper rifle isn't awful but I don't think it has any modifiers without adding weapon mods.

It's also pretty easy to get to if you spoil yourself or already know where it is from another playthrough. In the base game, the Gobi rifle is pretty decent because of the crit mods it has on it. I haven't played Dead Money on any character yet, and Old World Blues was fun, but didn't seem as solid as Lonesome Road. I especially liked Lonesome Road, but Honest Hearts is pretty cool too.
